cost benefits of MSP and EBM

Dear All,
I understand this is how one asks the guru's! Does anyone know of any
evaluations of the costs and benefits of taking an integrated ocean
governance approach or doing MSP? One might assume an integrated
approach to marine management might be more expensive at the outset but
then cheaper longer term as transaction costs and conflict decrease?
True? Who is studying or has analysed this?
