MSP Institutional Costs and Benefits analysis

Hi All,
Thanks for your many notes and ideas. This enquiry was not about
ecosystem valuation, it is about plain old, 'boring' one might say,
institutional costs (and benefits) of integrated management. If you were
talking to a senior bureaucrat, trying to persuade them of the value of
an integrated EBM or MSP type approach, how would you answer the
question about why bother to incur the increased transaction costs in
the short term? Yes, the value of the improved ecosystem services medium
to long term, following management action, can be calculated but
comparing that with the institutional costs of change in the short term
is comparing apples and oranges.

I am seeking an economic analysis of the medium to long term savings in
the costs of governance that one might assume come from taking a more
participatory, integrated approach - reducing conflict etc and how that
saving can be a return on short term investment. The answer seems to be
that this type of analysis hasn't been done.

Any further suggestions on how to do this welcome.
